10月1日(rì),實施三年(nián)的《互聯網保險業務監管暫行辦法》(以下簡稱《暫行辦法》)已完成使命,互聯網保險将面臨新的監管政策。10月9日(rì),北京商報記者從(cóng)業内獲悉,銀保監會向業内發布通知稱,正在加快(kuài)《暫行辦法》的修訂工(gōng)作。在新規出台以前,《暫行辦法》繼續有效。一位保險專家認爲:“《暫行辦法》很大(dà)程度上還(hái)是将互聯網保險定位爲新興的銷售渠道,因此需要修改,以進一步反映互聯網保險的*新變化及其對監管的要求,爲保險科(kē)技全面賦能保險業以及重塑新的保險生态創造良好的政策環境。”
新規已在路(lù)上
北京商報記者了解到,當前,銀保監會正在積極推進互聯網保險監管各項工(gōng)作,并已于近日(rì)向業内下發《關于繼續加強互聯網保險監管有關事(shì)項的通知》(以下簡稱《通知》)。
根據《通知》,銀保監會正在積極推進互聯網保險創新、改革和發展,促進互聯網保險經營機(jī)構提高服務水平,繼續提升監管能力,切實保護保險消費者合法權益。多位保險公司相(xiàng)關人(rén)士向北京商報記者表示:“公司已于近日(rì)收到相(xiàng)關通知,監管要求加強産品創新能力、風(fēng)險管控能力、客戶服務能力建設,認真落實互聯網保險業務經營區域和信息披露有關要求,強化保險消費者合法權益保護,确保互聯網保險業務合規經營。”
一位互聯網保險中介相(xiàng)關負責人(rén)對北京商報記者稱:“此文件(jiàn)并無特殊含義。隻是因爲2015年(nián)10月1日(rì)開始施行的《暫行辦法》到期了,但(dàn)新的規定仍在修訂中,暫時沒法出台,所以監管機(jī)構明确原來(lái)的《暫行辦法》繼續有效。”
自(zì)《暫行辦法》發布以來(lái),互聯網保險業務持續健康發展,服務能力也不斷增強。國務院發展研究中心金融研究所保險研究室副主任朱俊生認爲:“《暫行辦法》堅持發展與規範并重,支持和鼓勵互聯網保險創新,開展适度監管,并針對互聯網業務各環節提出更爲明确、具體(tǐ)的要求,爲互聯網保險行業的健康發展營造了良好的政策環境。”
經營資質成“香饽饽”
近年(nián)來(lái),互聯網保險快(kuài)速發展,不僅讓保費規模實現大(dà)的飛躍,監管對于經營互聯網保險身(shēn)份的明确也引來(lái)了資本介入,讓互聯網保險牌照(zhào)成爲資本争搶的對象。
數據顯示,互聯網保費收入2012年(nián)和2013年(nián)分(fēn)别爲110.7億元、318.4億元。2014年(nián)互聯網保費收入達到859億元,被稱爲互聯網保險爆發前夜。2015-2016年(nián),保費收入分(fēn)别達到2234億元、2347億元。不過,由于保險行業整體(tǐ)保費下滑,2017年(nián)互聯網保費出現下滑,同比下降21.83%,下滑至1835億元。
在互聯網保險保費規模快(kuài)速做大(dà)的同時,互聯網保險經營資質受到各路(lù)資本的青睐。這主要是原保監會在《暫行辦法》中明确了第三方網絡平台的業務邊界,強化了其參與互聯網保險業務的行爲約束。如(rú)第三方網絡平台可(kě)以爲保險機(jī)構開展互聯網業務提供輔助支持。若第三方網絡平台參與了互聯網業務的銷售、承保、理(lǐ)賠等關鍵環節,則必須取得(de)相(xiàng)應的保險業務經營資格。
監管政策的變化,給互聯網保險中介帶來(lái)機(jī)會。去(qù)年(nián)以來(lái),互聯網巨頭螞蟻、騰訊、百度先後進軍保險中介領域,獲得(de)了經營互聯網保險業務的資質。市場普遍認爲,BAT将襲卷整個互聯網保險市場。
“互聯網保險已經發生了從(cóng)渠道變革、場景創造到全面賦能的嬗變,并充分(fēn)發揮技術(shù)的連接作用,開始構建産業體(tǐ)系爲核心的生态化。” 朱俊生認爲:互聯網巨頭積聚了大(dà)量的流量資源,擁有保險中介牌照(zhào)有助于對已有資源再開發。實現增量服務與已有服務的融合,滿足基于自(zì)身(shēn)場景下的保險需求。通過保險中介,對接消費場景中客戶的需求與保險公司的産品供給,從(cóng)而有助于增加有效保險供給,使潛在的保險需求得(de)到挖掘,可(kě)以進一步活躍保險市場。
網銷産品有望進一步放(fàng)閘
備受業内關注的是,《暫行辦法》明确規定,意外險、定期壽險和普通型終身(shēn)壽險可(kě)以在互聯網銷售方面突破經營區域限制。此次銀保監會在修訂新的辦法時,是否會放(fàng)開其他(tā)險種的經營資格成爲業内探討(tǎo)的一大(dà)話(huà)題。
北京商報記者注意到,在希望放(fàng)開的險種中,業内呼聲*高險種爲“重疾險”。業内多認爲,适時放(fàng)開限制會使提供産品的主體(tǐ)更多,促進競争以及相(xiàng)關險種的發展。但(dàn)這也受到業内質疑的聲音:“不建議(yì)放(fàng)開重疾險和醫療險的區域限制。從(cóng)客戶服務能力上來(lái)說(shuō),客戶在投保健康險類産品後會有較高的服務要求,需要保險公司爲客戶進行長期持續的服務,如(rú)放(fàng)開在沒有設立分(fēn)公司的區域銷售,在發生諸如(rú)理(lǐ)賠後的調查取證、投訴後的上門(mén)拜訪等都(dōu)無法保證服務品質和服務時效,容易引起客戶不滿,影(yǐng)響行業整體(tǐ)形象等問(wèn)題。”
與此同時,普通型年(nián)金的銷售區域也被期望放(fàng)開。一位保險業内人(rén)士解釋稱:“因爲普通型年(nián)金産品後期客戶服務内容均可(kě)在線進行處理(lǐ),如(rú)保全、年(nián)金領取、續期服務、退保等流程,國華人(rén)壽即已開發上線了全流程的在線客戶服務系統,可(kě)滿足年(nián)金類産品客戶的後續服務需求,客戶無須親自(zì)到保險公司的分(fēn)支機(jī)構辦理(lǐ)。”
一位保險分(fēn)析人(rén)士認爲,普通型年(nián)金沒有風(fēng)險保額或風(fēng)險保額極低,因此理(lǐ)賠調查流程可(kě)極爲簡化,并可(kě)以将整個理(lǐ)賠流程放(fàng)到線上,與客戶聯系和寄送資料也可(kě)以通過電話(huà)及郵寄處理(lǐ)。普通型年(nián)金理(lǐ)賠頻率較低,更降低了需要實地理(lǐ)賠調查的可(kě)能性。此外,普通型年(nián)金産品屬于保障類産品,主要功能是财富積累和養老保障,充分(fēn)體(tǐ)現了保險産品社會穩定器的功能,放(fàng)開其銷售區域限制有利于進一步提升互聯網保險中保障類産品的比例,有利于保障類産品的長足發展,在互聯網保險領域更好地體(tǐ)現“保險姓保”。(轉載自(zì)搜狐财經網)

France-based eyewear maker Essilor International S.A. has discovered fraudulent activities at one of its factories in Thailand that could cause €190 million ($213 million) in financial losses to the company, The Irish Times reported citing Reuters.
